Resettlement Action Plan for Milestone : Lot Three - Agamsa-Bure (84.55 km)

The development objective of the Road Sector Support Project for Ethiopia is to reduce travel time and cost along selected inter-regional corridors and support the sustainability of the federal road network. Some of the negative impacts and mitigation measures include: (1) cash compensation for affected land equivalent to replacement value, taking into account market values for the land; (2) opportunity cost compensation equivalent to 2 months net income based on tax records for previous year (or tax records from comparable business, or estimates); (3) land for land replacement shall be of minimum plot of acceptable size under the zoning laws or a plot of equivalent size, whichever is larger, in either the community or a nearby resettlement area with adequate physical and social infrastructure systems as well as secured tenure status; (4) cash compensation for affected assets, taking into account market costs for assets and materials (verifiable improvements to the property by the tenant); (5) cash compensation equivalent to average of last 3 years market value for the mature and harvested crop; (6) special support will be provided during relocation in addition to timely payment of compensation for the lost assets like reconstruction of the affected houses, transporting their household materials to the new site as well as monetary support; and (7) prepare livelihood restoration plan and implement the activities in the respective woredas for project affected persons (PAPs) who lost more than 20 percent of their land holdings and source of income.
