Coconut Creek (Florida), ISSN 0749-0208.This paper takes the transformation and upgrading of marine economic industrial structure in Zhejiang Province as the research object. First, the paper evaluates the efficiency of scientific and technological innovation of marine economy in Zhejiang Province by using the data envelopment analysis method. The empirical results show that the efficiency of scientific and technological innovation of marine economy in Zhejiang Province has great room for improvement, both from the dynamic analysis and from the static analysis. In this paper, the analytic hierarchy process is used to select the marine industries that should be given priority to in Zhejiang. The industries with high technology content, good economic benefits, and strong comparative advantages are taken as the key directions of choosing the marine superior industries. Through the adjustment of the industrial structure and the path of coordinated development of industry, university and research will be performed, and the overall improvement of innovation efficiency of marine science and technology and the transformation and upgrading of industrial structure in Zhejiang Province will be realized.
