The Confusion and Solutions of China's New Agricultural Subsidy System: Rational Reflection of Its Six Years' Practice

Since 2004,new agricultural subsidy system became an important part of the China's agricultural support system. At the same time,there are some implementations of the bias. In this paper,combing literature and field research to study methods that target difficult to take into account subsidies,food security and farmer incomes,could be phased focused on food security; way of subsidies,have emphasized the trend of the efficiency of management ,should be aimed at the effect of policies play; subsidies to limit the scope of food security growth in amount,should look at the long-term industrial development; subsidies to capital supply mechanism in the middle range of problems of food security and food security responsibility for the cost of decoupling phenomenon,need to integrate all levels of financial subsidies.
