But the ascendancy mainly lies on the public-owned economys quality and function not simply or mainly on its gross over half in the whole economy. The non-public-owned economy still has the need and possibility to develop deeply. It still has prodigious space for developing and even maybe exceed the gross of the public-owned economy in some degree. As a community colony and estate, the owner of the person-owned enterprise is the part of the erector of the socialism. The person-owned economy is the important and vital part of the socialism market economy. From the aim of being propitious to mobilize the enthusiasm of the investor and expand the socialism market economy, we should define the profit which is achieved by right of the privately owned rights as the legal non-labor income in present phase.
