Abstract
A modification of the method for the formation of BER in the ground-to-ground Free-Space Laser Communication Systems (Free-Space Optics - FSO) with increased analytical effectiveness has been suggested. It corresponds to physical based approximations with approbated quantity effectiveness. The method has been used to study the influence of atmospheric turbulence on BER of FSO. Following this method an algorithm for FSO power design, based on the random laser beam shift, caused by random character of the Atmospheric turbulence has been made. Numerical examples, illustrated by graphic material, have been shown.
