Enhanced planning review of the St. Louis metropolitan area

Abstract

The Intermodal Surface Transportation Act of 1991 (ISTEA) introduced an era of \ndynamic change in metropolitan transportation planning. This report on \ntransportation planning in the St. Louis (Missouri) Metropolitan Area is the \nninth in a series of Enhanced Planning Reviews (EPRs) of major metropolitan \nareas produced by the Volpe National Transportation Systems Center (Volpe \nCenter). The Federal Transit Administration (FTA) and Federal Highway \nAdministration (FHWA) have sponsored this series of joint EPRs to assess the \nimpact of ISTEA on the transportation planning processes conducted in \nmetropolitan areas. The EPRs have examined the impact of planning on \ntransportation investment processes and have provided a technical evaluation of \nplanning and programming processes. \n
