Abstract
To discuss the relation between strategic environment assessment (SEA) and regional environment impact assessment (REIA), this paper describes the significance of SEA, the improvement in five aspects for the effect of SEA on a project environmental impact assessment (EIA) as well as the necessity for implementing REA. It was explained by practical instance that the EIA for regional development plan is the important composition of SEA in China or other countries. SEA is not only the improvement and development for EIA, but also the way for sustainable development. China issued the “Environment Protection Regulation for Construction Project”in 1998, which clearly put forward the requirement for implementing SEA, once the “Law for Environment Impact Assessment”issued, the SEA would be pushed to a new advanced development stage.
