Abstract
ABSTRACT SOEs are firms that are wholly state-owned or partially publicly traded and controlled by the state (or federal government). SOEs represent a significant aspect of the global economy. In this paper, we discuss the inefficiencies of SOEs, particularly in Brazil, and in general terms the failure of the SOE concept in the political economy. Countries that use SOEs as a tool for economic development fail to realize the expected return and in some cases create an environment for corruption due to lack of oversight and significant foreign currency denominated debt from bailing out their SOEs.
