The Organization of the School System in the Rural Region

All key problems associated with the transition to universal secondary education in our republic come under the unflagging scrutiny of Party and soviet organs. In August 1969, the BSSR Council of Ministers examined the course of fulfillment of the decree of the Central Committee of the Communist Party of Belorussia and the BSSR Council of Ministers "On Measures for Further Improving the Work of the Secondary General Education School." (1) A number of concrete measures, the realization of which will promote the expansion and strengthening of the physical facilities of the republic's schools, have been outlined. In particular, in 1970-1971, the BSSR Ministry of Education, BSSR Gosstroi, and regional, city, and district executive committees were instructed to elaborate for each district and city long-range plans for the development and location of the school network and boarding facilities at schools, with due regard to the consolidation of populated points as well as the conversion of the fourth grades from elementary schools into eight-year and into secondary schools as soon as the necessary conditions are created.
