Abstract

The use and the role of transportation control measures to satisfy the requirements of the 1977 Clean Air Act are examined. Through 34 papers and a panel discussion, six topics are covered: vehicle inspection and maintenance programs, transportation planning for non-attainment areas (planning process and framework), transportation planning for non-attainment areas (case studies), analysis methods for vehicle emissions, implications of alternative fuels and vehicles and public involvement. The panel discussion focuses on whether the legislative intent can be satisfied and on possible future legislation. The papers were presented at the ASCE speciality conference sponsored by the Urban Transportation Division and co-sponsored by the Institute of Transportation Engineers, the National Assoc. of Regional Councils, Public Technology, Inc. the U.S. Dept. of Transportation and the EPA. The conference emphasized the concerns of local governments to meet federal requirements within time deadlines.
