Abstract
At Maastricht, the governments of the Twelve decided, at the European Council, to turn the Community into the European Union, comprising ‘political union’, based on common citizenship, and ‘economic and monetary union’, to be crowned by a single currency. Before examining the changes and progress achieved in this area, we need to pass political judgment.
