At present, in the shift our country's social system, the social structure is also in gradual change. The emerging public welfare organizations, with the characteristic of autonomy, indicate the appearance of a new type of organization which goes between the government and enterprises. In the constantly changing world, this type of organization can be called society. It is certain that China's civil society is in its primary stage. It needs the guidance of the government, the support of social culture and the control of the basic value mode.
