Abstract
The essence of Three F issue is the beneficial relationship between farmers and other social beneficial subjects in the process of modernization. Currently, our country has already entered a period when industry began to re-feed agriculture. We should realize an equitable social development between urban and rural areas by constructing the rural public service system; we should adopt different ways to promote agricultural production, such as a transfer of labor, the process of farm produce and industrialized management, along with the development of township enterprises; we should realize the re-feeding of agriculture to promote its development by construction and compensation; we should promote agriculture along with the development of urban areas and the mutual help of the construction of small towns and the development of township enterprises.
