Considerations on Promoting Harmonious Development of Economic Society in New Countryside

The 3rd plenary session of 17th National Congress of Communist Party of China studied a number of major issues under new situation to promote rural reform and development.This plenary session pointed out that the issues of agriculture,rural areas and farmers are very important for overall development of state.And report of this session pointed out that working out issues of agriculture,rural areas and farmers is essential to overall well-off society.This paper investigated current problems in rural areas,and put forward specific measures to resolve these problems.First,investment in agriculture should be increased and capacity of disaster resistance of agriculture should be strengthed;Second,the rural land management system should be improved and that principle of equity is higher than principle of efficiency should eb confirmed;Third,the management model of county and township government should be innovated to enforce construction of democratic politics of villages and towns;Fourth,migrant workers should be stablized;Finally,urban and rural areas should be balanced to promote common development.
