Abstract
Innovation efficiency is the key factor of which affects technology innovation ability of Hi-tech industries.Based on industries panel data(2000-2009),the innovation efficiency of Hi-tech industries in China is measured with controlling the environment factors and the random error using the three-stage DEA model. Results show that the scale efficiency is overestimated before eliminating the environment facts such as government support, market structure, firm size and ownership structure and the pure technical efficiency is underestimated.Compared with classical DEA model, the results measured by three-stage DEA model are more corresponding to economic reality and industrial innovation efficiency objectively.
