On the Way to Construct Socialistic Democracy Characterized with China——A Discussion on "inner-party democracy promotes people's democracy"

Through inner-party democracy to model,propel and promote people's democracy building is a new shortcut explored by Chinese Communist Party.The academic circles holds the view that this proposition is based on three points.First,it is determined by the Party's feature of being vanguard.Second,it is determined by the Party's leading and governing postion in the country's political life.Third,it is determined by national situation of primary stage.In recent years,there raised some crucial problems concerning democracy construction and dealing relationship between democracy in party and democracy between people in the form of mechanically understanding and employing mechanism to carry out the democracy by using Conference of the Party,People's Congress and Congress of Consultative,thus resulting the confliction between the terms in China's Constitution and Chinese People's Political Consultative Conference Constitution.The cause for this is the lack of basic understanding of the chapters or little respect towards constitute and chapters of the Party.To ensure the proper movement of democracy in the Party and to make sure the democracy between the Party and the People,we should reckon it under the term of conditional democracy,adhere to democracy and deal with the relationship between centralism-guided democracy,route and centralism.The concrete demands are as follows: 1.Nowadays,what China needs urgently is a leading group which is under control of the Central Committee of the Communist Party of China,sticking to carrying out the spirit of democratic centralism;2.All the departments and members of the Party should have the awareness of the democracy of our country on overall situation and long-term interests,while following the way of democracy and centralism,they ought to form a practical blue print;3.People's creativeness and achievements shown in the socialist democratic construction must be honored by every organization and member of the Party.
