This essay aims at examining China’s democratization from two angles of democratic “transformation” and “consolidation”, and discussing the internally logical relations between inner Party democracy and China’s political development.The argumental premise of the essay is that China should exploit the resources within the Establishment for democratization,search and cultivate points for democratic growth under the current political system.The author thereby suggests that on the way towards democracy China should choose the pattern of progress from the elite to the masses, from the inner Party Establishment to the non Establishmentarians outside the Party.Inner Party democracy should be developed by initiating competitive election in which the Central Committee must take the lead.Inner Party democratization not only will be the substitution for the multi party system, but also will make for the formation of a power restrictive system with Chinese characteristics.Therefore, to lead political life of China to democratization through inner Party democracy and to proceed from elite democracy to democracy enjoyed by the masses should be a strategy of development of China’s democratic politics.
