Energy's Consumption Analysis and Optimizing Strategies in Shandong Province

Based on statistical data of energy consumption in Shandong province during the time 1980- 2012,this paper find that energy consumption have the evolution characteristics of sustained growth and significant structural characteristics. From 1980 to 2012,total consumption of primary energy has increased by 7. 18 times,its annual growth rate was 21. 77 percent; from 2000 to 2012,consumption of final energy has increased by 2. 46 times, its annual growth rate reached 18. 95 percent. From the view of consumption's varieties,energy's consumption in Shandong province have significant high-carbon characteristics and non-equilibrium characteristics. From 1998 to 2012,coal consumption as percentage of total primary energy consumption was between 75 percent and81 percent; from 2000 to 2012,coal product consumption as percentage of total final energy consumption was above 48 percent always.From the view of consumption's departments,energy's consumption in Shandong province have significant characteristics of industrial concentration and trades concentration. In the years 2005- 2012,industrial energy consumption as percentage of total primary energy consumption was above 77 percent. Within industry,in 2012,energy consumption of ten high-energy consumption industries as percentage of total energy consumption was 59. 92 percent,as percentage of industrial energy consumption reached 82. 12 percent.Energy's consumption in the department of transportation increase rapidly,and this department become the second largest energy consumption department. Life-use energy presents the trend of rapid growth,From 2000 to 2012,life-use energy consumption has raised 2. 58 times and its annual growth rate reached 19. 83 percent; at the same time,significant changes have happened in its consumption structure,from coal-dominant and electricity-complementaryto electricity-dominant and coal-complementary,the degree of clean increasing. In Shandong province,the formation of energy'consumption structure exerts obvious negative influence on energy security and ecological environment,and energy 'consumption generates significant effect of carbon emission. In the years1998- 2012,carbon emission have increased 3. 33 times and its annual growth rate was highly 22. 19 percent,and more than annual growth rate of energy consumption and GDP. The factors that influenced the formation of energy's consumption structure in Shandong province have the constraints of energy endowment,economic growth and industrial structure,low energy efficiency and lagging exploitation and utilization of renewable energy. Therefore,Shandong province should promote the revolution of energy consumption,accelerate the transformation of system of energy's consumption. Promote the revolution of energy supply,develop modern system of energy supply whit characteristics of market-oriented,multi-energy complement each other,interaction between supply and demand,cooperation between internal and external. Promote the upgrading of traditional industries,foster and develop strategic emerging industries,accelerate the transformation of the pattern of economic development. Apply synthetically various market means and economic means to strengthen endogenous power that encouraged enterprises to save energy and reduce emission,The low-carbon consumption should be facilitated and stimulated.
