Structure disparity in entire consistence: A comparison of the tertiary industry′s development between the five provinces in northwest and the rest of the country

Compared with that of the whole country the proportion of added value of the tertiary industry to GDP steadily increases in northwest regions, but it conceals the problem of growth in low level; every province exists contradiction between the growth of the tertiary industry and economical growth while developing in a rapid rate; the development situation of the branches of the tertiary industry is not very good and the interior industrial structure still remain in a low level. Therefore, the conclusion is: the development of the tertiary industry in northwest regions concentrated on conventional industry that developed in planning economic system, and the impressive problem is the proportion of the second and the third levels in the tertiary industry is relatively low. Some suggestions for reference with regard to transferring the type of economic growth from the type promoted by government to the type of technological progress and efficiency improvement; enlarging the whole scale of service industry while improving its inferior structure; emphasizing service industry supports from finance industry; accelerating the construction of social honesty and providing superior environment for services industry.
