Study on the System of Public Participation in Environmental Planning in China

Participating in environmental planning is the right of the public.Public participation is the base of the framing and executing of the environmental planning.Introduction of public participation in environmental planning can increase the sense of agreement to the plan,and help the public better express their environmental interests.The general pattern of public participation in environmental planning includes the following aspects: the time,the form and the general process for public participation,government response to the participation result,and the control on participation cost.The government should remodel itself by disclosing information,using programmed decision and making the result public.In order to ensure the effective implementation of public participation,the government should also promote the public consciousness on environment,establish the public participation mechanism and complete the law system.
