Abstract
The establishment of rural social security system is attributed to the government whose function is indispensable and dominant.During the process,the government should serve as a leader,law-maker,finance supporter and operational controller.However,deviations exist such as the lack of participation,poor coordination,regulatory confusion,delay of service,and so on.To improve effectively China's rural social security work,the government should,bearing the notion in mind of fair share of social security interests and equal protection of rights,take pains to solve the practical problems such as the organization and leadership capacity of the government perse,the rural social security system's establishment and services,fund raising,and supervision and accountability mechanisms.
