Abstract
Business credit is the life of an enterprise. Whether the enterprise credit can be used depends on its identification system. There are two sorts of business credit identification system: personal and societal, with the latter being more important than the former. Because of the defects of the enterprises, the societal business credit identification system for small and mediumsized enterprises cannot arise naturally. Therefore, the government bodies,such as business administration bureaus and taxation bureaus,in line with the public service function,can work together to build a business credit identification system for small and mediumsized enterprises, utilizing their vantage point in accessing the information about such enterprises′ credit, and in due course push this system to the market.
