Abstract
The increased number and size of ships have dramatically increased the risk of ship oil spills resulted from maritime vessel traffic accidents. Because the development of emergency response capability to ship oil spills is still lagging behind in our country, the capability to respond effectively to oil spills at sea especially to unexpected large-scale oil spill accidents is at a comparatively low level. Therefore, to improve quickly the emergency response capability to ship oil spills is of great realistic significance. This paper starts from enhancing the awareness of the importance of emergency response capability-building to ship oil spills and scientifically analyzes the causes of low response capability. From the perspective of implementing the Scientific Development Concept, it proposes effective ways and approaches to improve emergency response capability to ship oil spills at sea.
