Abstract
In recent years,with increase of oil tankers and their tonnage and frequency of their call to ports,as a result,the probability of oil spill incidents due to ship collision and other accidents is also increased.Oil spill due to ship collision accidents is one of the major sources of marine pollution in our country.Compared with advanced technologies in the world,the capability of our country for emergent response and control of oil spills at sea is still low.There are still gaps in the theory and practice.It is a need of urgent importance to promote the capability building in this field.
