Analysis and Countermeasure Research for Governments and Polluters——On the Basis of Game Model

With the rapid development of China's economy,a series of environmental problems are turning out and environmental quality is deteriorating.Under the condition of goal difference between government and enterprises,companies for their own profit maximization will discharge of pollutants as much as possible to reduce the production cost which increases the difficulty of government regulation due to asymmetric information.But the government as the representatives of the social interests and policy makers must take corresponding measures to reduce pollution and guide the enterprises to develop toward the ecological environmental protection.The paper analyzes the behaviors of governments and enterprises by using the static game model and evolutionary game model.The paper considers that the media supervision and penalty for illegal enterprises in the government regulations is very important and puts forward the corresponding policy suggestions.
