The Building of Real Right System of Natural Resources Property Rights

Natural resources are the fundamental resources of human survival and development.In order to promote reasonable development and utilization of natural resources while keeping proper environmental protection,it is of vital importance to build a good Real Right System of Property Rights.At present,due to the lack of such a system,it is necessary for China to refer to foreign advanced experiences so as to build Land Real Right System Natural and the other Rights Real Right System of Resources Property Rights,especially the Utilization Property Right System.The utilization property right system of land should include land right for construction,management right of contract responsibility rural land,and servitude practices.In the building of utilization property right system of other natural resources,the floating characters of mutable guarantors of property rights must be taken into consideration.As for the reproductive and recyclable natural resources,specific articles need to be stipulated about the utilization property right of floating natural resources.
