Considerations on Resources Property Right and System Arrangement

For a long time,the national property management has been focusing on state-owned assets,but paid very little attention to the rest.Property right of natural resources has been unclear and property right arrangements less than proper,which results in extensive management,inefficient allocation,decreasing quality of resources as well as pollution,and limits the sustainable utilization of resources.To construct a sound property right structure from the angle of resources protection is extremely important.Strengthening study on property right relationship and system arrangements of resources,which is related to the efficiency of resources utilization and sustainability of economic development,is becoming more and more necessary.
