Reform Orientation of China's Mineral Property Right and its Countermeasures

With evolution of China's mineral property right system,China's mineral property right system will be developed to be market-oriented,sustainable and internationalized.To promote reform of mineral property right system,making clear mineral property right and regulating government behavior are primary work.Additionally,we should relax restrictions on transfer of mineral rights,establish a perfect market for mineral property rights,and adjust the system of compensable utilization of mineral resources by replacing system of mineral rights using fee by royalty system.Moreover,abolishing restrictions on certification of mineral property rights need to be considered to diversify subjects of mineral property rights.
