Abstract
Proceeding from the two typical philosophical concepts of higher education known ascognition theory and politics theory, the author of this paper probes into such issues as the origin and the internal development laws of equity and efficiency in higher education so as to reveal the historical, development and imbalance characteristics of equity and efficiency in China's higher education. From this angle, the author points out the basic roads to the modernization of China's higher education. Firstly, we should form new ideas of independence, autonomy, freedom and innovation in China's higher education. Secondly, we should keep proper equilibrium between the equity and efficiency. Finally, we should opportunely provide proper organizational guarantee and system supply.
