What's the China's current RD investment pattern,the industry dominant or government industry dominant? China's current RD/GDP is low,resulting from the government or the industry RD investment? For the two important problem,by comparing the same industrialization stage of the United States,assuming that the state-owned and state holding enterprise's RD funds is more invested by government,then the Chinese government's RD investment is not low,instead the industry RD intensity is insufficient.Therefore,China is still in the government industry dominant pattern,still need the policy and technology support from Chinese government to increase the industry independent innovation ability.
