After the October revolution,the Soviet Russia socialism construction was always influenced by culture conditions backward: military communism encountered in implementing the history of accumulation of traditional culture's negative factors.The people's enthusiasm and heroic spirit could not complete this task.The new economic policy that coped with socialist development of institutional barriers encountered the cultural predicament.This enabled Lenin to reconsider the issue of cultural construction of country of economic cultural lag,finally put forward a culture in the first place in thecultural,political,and economic coordination of the overall conception of development.
