On the Significance of Regional Legislation and Coordination of the Relationship between Central Legislation and Local Legislation

Regional legislation,as a special legislative form covering all sides of social life in our country,should be located between central and local legislation,and also rely on local legislation.Regional legislation consists of four basic factors:subject,power limits,procedure and coordination mechanism.Observing from regional legislation angle of view,there are many problems between central and local legislation in our country today,such as centralization of central legislation but without enough authority,unbalanced allocation of local legislative power and lacking perfect coordination mechanism between central and local legislative power when they operate.Regional legislation has special and important significance to coordinate the relationship between central and local legislation.
