Abstract

As the first diplomatic envoy of China,Guo Songtao played a controversial role in the diplomatic history of late Qing dynasty.To understand Guo's diplomatic thoughts and practices,it is necessary to study his diplomatic character from the perspective of Hunan culture.As one of preeminent officials from Hunan province,Guo emphasized Shi and Li and developed a diplomatic character with the quality of Baman and Lingfan.It is his diplomatic character that shaped by Hunan culture and his personal life experience to contribute to his success and failure as a foreign envoy.To better understand Guo Songtao and the diplomatic thoughts of Hunan culture,to boost to build China's diplomatic theory,it is necessary to study the formation of his diplomatic character and its practice.
