Current Problems of Dual Referral and Countermeasures in New Medical Service Care Reformations

Objective:The paper is aimed at investigating strategies to improve the level of medical and health services and service efficiency.Methods:By studying on the successful experience from abroad and combining with the practical dual referral system in China,problems confronting with the systems were analyzed and the solution was proposed.Results:The basic method to improve the dual referral system was proposed,including improving the quality of community health services,setting up and strengthening the dual referral system,optimizing distribution of resources,and enhancing the supervision and information management.Conclusion:Patients should choose treatments in community health service institutions first to make general practitioners play their gatekeeper role and the dual referral system demonstrate its feasibility.
