Abstract

The two-way referral between community health service institutions and hospitals can efficiently cut down the medical cost.To provide effective,convenient and prompt service for community residents is the objective and direction of health service reform and development.Actually,the operation of two-way referral did not work as what we thought.In this paper,we analyzed the existing problems during enforcing two-way referral and proposed specific suggestions and measures.
