Abstract
Public law lies in the public right relationship and private law lies in the private right relationship. Environment law and natural resources law involve not only public law but also private law. The enforcement of environment law and natural resources law implements the mind of country will and person concerned. So environment law and natural resources law are the merger of public law and private law.
