The being of community is fit with social development and has important function improve social harmony and progress. In the new times, the CPC's theory to build harmonious socialism puts forward higher demand community work. Now, the community construction of our country has many such problems as inappropriate government function, inconsistent community mechanism and distempered nonprofit community organization, which affect the harmonious development of community.
