The Evolution and Impact Factors of University Technology Transfer Efficiency in China: Based on the Method of Bootstrap-DEA and Panel Tobit Model

As a major component of the national innovation system,universities occupy pivotal positions in technological innovation,development of high-tech industries and technology transfer.In this paper,combining with Bootstrap-DEA method,we use the relevant data of the 24 universities in China to evaluate and analyze the efficiency of university technology transfer.On this basis,we apply panel Tobit model to test the factors such as regional endowments,the degree of financial development,and industrial structure which affect the technology transfer.The empirical results show that,in 2001 and 2002,there are significant differences in technology transfer efficiency between the western and the eastern regions,however,there is no significant difference between the west and central regions,also between the eastern and central regions.In 2008 and 2009,there are significant efficiency differences among the three regions.Regional endowments and industrial structure has a significant impact on university technology transfer efficiency,whereas the impact of financial development is not significant.
