Optimal Allocation of Water Resources in Hebei Region of South-to-North Water Diversion Project

Abstract

For alleviating the serious shortage of water resources in Hebei Province and taking advantage of engineering benefits for construction south-to-north water transfer project,water resources of plain terrain in Haihe basin is divided into 18 subregions and 6 water consumption departments.Considering the constraints of water supply,water requirement,water transport capacity from resource to users,water resources optimal allocation model is built by taking maximization economic benefits and minimization water-deficient ratio as targets.And multi-objective particle swarm algorithm is used to solve the model.Then water resources optimal allocation is obtained by taking 2030 as level year.According to analysis of results,when the south-north water diversion project is completed,it can alleviate the status of water shortage in plain terrain of Haihe basin effectively and improve bearing capacity of water resources and water environment in Hebei Province,but it has water-deficient in varying degrees.
