Abstract
The political situation was relatively stable in Qin,Western and Eastern Han Dynasty,Western Jin Dynasty,Sui,Tang,Yuan,Ming,and Qing,and the area was also quite unified.This article inspects the local government level number and its formation,the population and area scope of the nine dynasties,and analyzes with digital charts.The result indicates: the local government level number is closely related to a country's area scope,that is,the larger the area scope,the more population,and the more the local authority finance levels;the local government level number goes reversely to a country's total number of local government;local government's managing capacity improves with history.
