Abstract
At the year of 1910, Copyright Law of Great Oing-Dynasty was issued and put in force as the first law to protect the rights of writers and publishers. The reasons of its emergence were due to both the requests of all walks of people under the grave situation and the diplomacy presses from countries who had comments with Qing-Dynasty. What's more, it owed to government's consider to safeguard its controlling.
