Abstract
To give the viewpoint on making the Twelfth Five-Year Plan of petroleum and chemical industry development.To point that resources,environment,technology and repeated construction are the focal points and in making the Twelfth Five-Year Plan of petroleum and chemical industry development.The relations between newly emerged industries development and upgrading traditional industries are need to be well controlled.
