Abstract

The ruling of a political party and party-government relation are very important factors in national political civilization.To achieve the ruling civilization,a political party must understand and handle the party-government relation correctly and properly.The essence of the party-government relation is:how a ruling party lead and seize the regime,lead and govern the country and society effectively.
