Abstract
This paper believes that issues related to the selection of curriculum culture have remained in the center of the curriculum reform.As the reformers of curriculum can not cast off the influence of emic culture in the selection of curriculum culture,the hypothesis of remaining neutrality and balance always is a uoptia in the selection of curriculum culture.The ruling class occupies the position in the mainstream of culture,and owns the selection right of curriculum culture.In exploring the universality and adapting the diversity of culture,there are two trains of thought,which both are on the basic principles of democracy and fair,while they construct curriculum culture in the way of understanding and believing in each other.
