Emergency Decision-making Support System for Hazardous Chemical Pollution Accidents Based on WebGIS

Abstract

Due to the great harm of hazardous chemical pollution accidents,emergency handling for such accidents becomes very urgent and necessary.This paper introduced the emergency decision support mechanism and the technique of automatically producing the emergency scheme through case-based reasoning and rule-based reasoning.Based on WebGIS,an emergency decision support system platform with the function of risk assessment and pre-warning of pollution accidents,pollution monitoring and fast handling technology,was established.This system achieved the integration of environmental pollution emergency monitoring technology and handling technology by establishing emergency decision database(including spatial information,attribute information and document information),providing pollution hazard assessment technique and establishing models of the pollution spread.Practical application shows that the system can provide the timely and effectively decision support for hazardous chemicals emergency.
