Abstract

The core in constructing a teaching quality assurance system in higher education institutions is mot teaching monitoring evaluation,but teaching assurance.The teaching quality assurance system baesd on external management forms unconsciously the institutional barriers which constraint to improve the quality of teaching.The complexity,creativity and techmicality of teaching activities determines that the professional teaching staff in higher institutions are the subject of responsibility and evaluation.
