Abstract
Fishery has its own particularity,and the risk it's facing is far beyond planting and breeding.However,China has never formed a perfect and stable policy-based insurance system for the lack of guarantee mechanism of fishery,fishing boats and fishermen for a long time.The major fishery countries,especially in Japan and Korea,comply with the principle that the government makes policy and provides financial subsidies while the fishermen participate in the fishery insurance system,which should be borrowed as the basis of establishing China's policy-based fishery insurance system.
