Abstract
The Northeast has lagged behind in the economy market in revitalizating the old industrial base of the Northeast.The government's function is indispensable and it should play a leading role.The government should finish planning,solve the social concern and carry on the technological innovation,at the same time,the government should do the service well in the wholehearted way.
