Discussion on Government Function in Revival of Northeast China

The essential of revival of old industrial base in northeast China is a process of re-industrialization.The process not only faced the difficulties that old industrial bases of other countries have not encountered,but also faced the historic chance that other countries did not have.Government should play a positive role during the process,change and standardize the function,and especially pay attention to the tendency of strengthening the government function of planned economy.At present,Government should draw up the comprehensive programme of revival of old industrial base as soon as possible.On the base of the programme,government work out the policy of reforming government-owned enterprises,developing private-owned economy,enlarging employment,perfecting social security system and improving opening level.
