Tropism of Public Policy in the Harmonious Society

The imbalance of social development and the social contradictions caused by the imbalance of social development make it necessary and urgent to build the harmonious society.The author of this paper holds that,social harmony and social justice,with different values,are the two main goals pursued by the government.The harmonious society should take social justice as its basis and prerequisite.Given equality of opportunity is a core of social justice and monopoly is a natural enemy of equality of opportunity,it should become a goal of public policy to secure equality of opportunity,to eradicate any discriminatory policy and to oppose any form of monopoly.
